UPDATE: LANSING - A new bill prohibits cell phone use by drivers with a level one or level two graduated license. A violation would mean a civil infraction. Greg Frenger of the Meridian Township Police says his department supports the idea of being able to use this new "tool," as he calls the bill.

"We would encourage all drivers to be careful with the use of their cell phones while driving. Even if they are watching the roadway, the are somewhat distracted. This is more important with a new driver."

Senators elected to name the bill "Kelsey's Law," in honor of a Sault St. Marie teenager who was killed when she crashed while talking on her cell phone. Some Okemos High school students say they would be happy to see this law enacted.

Frenger says, as with any vehicle-related law, it may be difficult to enforce despite its benefits.

"Well, we're going to have to make that judgement of whether that driver is at a level one or two before we make the stop," he said."
